The special forces of the Criminal Police have detained former Gyumri mayor and current mayoral candidate Vardan Ghukasyan, along with his bodyguard. Ghukasyan himself reported the incident on social media.
According to his statement, his lawyer was prevented from entering the regional police department. “The door of the regional department building has once again been unlawfully closed in front of Vardan Ghukasyan’s lawyer,” he wrote.
The detention comes just weeks ahead of the extraordinary city council elections in Gyumri, scheduled for March 30.

The next bit isn’t clear, but Durov reportedly claimed that his resignation, dated March 21st, was an April Fools’ prank. TechCrunch implies that it was a matter of principle, but it’s hard to be clear on the wheres, whos and whys. Similarly, on April 17th, the Moscow Times quoted Durov as saying that he quit the company after being pressured to reveal account details about Ukrainians protesting the then-president Viktor Yanukovych. Pavel Durov, a billionaire who embraces an all-black wardrobe and is often compared to the character Neo from "the Matrix," funds Telegram through his personal wealth and debt financing. And despite being one of the world's most popular tech companies, Telegram reportedly has only about 30 employees who defer to Durov for most major decisions about the platform. Artem Kliuchnikov and his family fled Ukraine just days before the Russian invasion. The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War." And indeed, volatility has been a hallmark of the market environment so far in 2022, with the S&P 500 still down more than 10% for the year-to-date after first sliding into a correction last month. The CBOE Volatility Index, or VIX, has held at a lofty level of more than 30.
