These entities are reportedly operating nine Telegram channels with more than five million subscribers to whom they were making recommendations on selected listed scrips. Such recommendations induced the investors to deal in the said scrips, thereby creating artificial volume and price rise. Given the pro-privacy stance of the platform, it’s taken as a given that it’ll be used for a number of reasons, not all of them good. And Telegram has been attached to a fair few scandals related to terrorism, sexual exploitation and crime. Back in 2015, Vox described Telegram as “ISIS’ app of choice,” saying that the platform’s real use is the ability to use channels to distribute material to large groups at once. Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations. However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors. As the war in Ukraine rages, the messaging app Telegram has emerged as the go-to place for unfiltered live war updates for both Ukrainian refugees and increasingly isolated Russians alike. Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. VK is Russia’s equivalent of Facebook, a social network used for public and private messaging, audio and video sharing as well as online gaming. In January, SimpleWeb reported that VK was Russia’s fourth most-visited website, after Yandex, YouTube and Google’s Russian-language homepage. In 2016, Forbes’ Michael Solomon described Pavel Durov (pictured, below) as the “Mark Zuckerberg of Russia.”

大西北抗疫關注組武漢肺炎肆虐，政府至今未從源頭根治，留有深圳灣口岸及港珠澳大橋，亦未有足夠社區防疫措施，為整個香港尤其大西北公共衛生造成隱患，增加社區爆發風險。政府罔顧大西北及全港市民安危，本關注組要求政府回應以下訴求：

1. 立刻全面封關，從源頭阻隔病菌襲港
2. 整治關口交通，停止往來大陸運輸
3. 重設隔離診所，與民居保持距離
4. 儘快採購口罩，為基層居民提供保障
5. 全力支援醫護，回應工會罷工訴求

政府無能，市民自救。政府須盡公營機構責任為市民負責！五大訴求，缺一不可！
