شورای دبیران انجمن‌های علمی، نهادی متشکل از نمایندگان انجمن‌های علمی مختلف است که با هدف ارتقا فعالیت‌های علمی و پژوهشی در دانشگاه‌ها و مراکز علمی تشکیل شده است. این شورا به عنوان پل ارتباطی بین انجمن‌ها و نهادهای علمی عمل کرده و به ترویج همکاری‌های بین‌رشته‌ای، برگزاری همایش‌ها و کارگاه‌های آموزشی، و حمایت از فعالیت‌های پژوهشی می‌پردازد. هدف اصلی شورای دبیران، ایجاد بستری مناسب برای تبادل نظر و تجربیات علمی و ارتقاء سطح دانش و مهارت‌های اعضای انجمن‌هاست.

Since January 2022, the SC has received a total of 47 complaints and enquiries on illegal investment schemes promoted through Telegram. These fraudulent schemes offer non-existent investment opportunities, promising very attractive and risk-free returns within a short span of time. They commonly offer unrealistic returns of as high as 1,000% within 24 hours or even within a few hours. In addition, Telegram's architecture limits the ability to slow the spread of false information: the lack of a central public feed, and the fact that comments are easily disabled in channels, reduce the space for public pushback. Some privacy experts say Telegram is not secure enough Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russia’s most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. Since its launch in 2013, Telegram has grown from a simple messaging app to a broadcast network. Its user base isn’t as vast as WhatsApp’s, and its broadcast platform is a fraction the size of Twitter, but it’s nonetheless showing its use. While Telegram has been embroiled in controversy for much of its life, it has become a vital source of communication during the invasion of Ukraine.
