Как указано на сайте областного Минздрава, Вдовенко – выпускник Куйбышевского медицинского института им. Д.И. Ульянова, кандидат медицинских наук (2002), с 1989 по 1997 год работал в Клявлинской ЦРБ врачом акушером-гинекологом и заведующим родильным отделением.
С 2012 года – трудится в Минздраве Самарской области в должности замминистра.
Помимо областных наград имеет звание заслуженного врача Республики Ингушетия (2005) и эксперта ВОЗ по эффективной перинатальной помощи.
