Там вообще какая-то странная тема. При реорганизации районов в округа в Арзамасском районе похерили ликвидировали МУП, содержавший эти очистные. А частный оператор их себе не взял.
Никому не нужные сооружения были остановлены, персонал уволился и они начали приходить в негодность. 85 млн по факту оказались потраченными зря. Кого в Арзамасском округе за это накажут по Уголовному кодексу, гадать не беремся, но муниципалитету эта ситуация в минус.
