Что с практикой? А на практике наш губернатор гордится новыми сотнями миллионов рублей, которые через Трутнева удалось выбить на социальные объекты в ЗАТО, где живут военные. Дело, конечно, хорошее. Но пока у России есть Северный флот и его западные "парнтёры" буквально в паре сотен километров от Североморска, там не оскудеет ни население, ни его обеспечение. А для "открытых" городов у властей, по сути, есть только "Новый Мурманск", вернее его химера. Негусто.
