⚡️В совместном фонде у США будет "стопроцентный финансовый интерес", следует из обнародованного двустороннего соглашения США и Украины. Взамен США намерены взять на себя долгосрочные финансовые обязательства с целью построения "стабильной и экономически процветающей" Украины.

Украина обязуется направить в фонд восстановления сумму, которая вдвое превысит объем будущей финансовой помощи от США.

Документ также закрепляет, что фонд будет функционировать как коммерческая структура, а его управление передадут министерству финансов, министерству торговли и офису вице-президента США. Контрольные механизмы фонда должны исключить возможность нарушения санкционных режимов.

At its heart, Telegram is little more than a messaging app like WhatsApp or Signal. But it also offers open channels that enable a single user, or a group of users, to communicate with large numbers in a method similar to a Twitter account. This has proven to be both a blessing and a curse for Telegram and its users, since these channels can be used for both good and ill. Right now, as Wired reports, the app is a key way for Ukrainians to receive updates from the government during the invasion. Groups are also not fully encrypted, end-to-end. This includes private groups. Private groups cannot be seen by other Telegram users, but Telegram itself can see the groups and all of the communications that you have in them. All of the same risks and warnings about channels can be applied to groups. Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. VK is Russia’s equivalent of Facebook, a social network used for public and private messaging, audio and video sharing as well as online gaming. In January, SimpleWeb reported that VK was Russia’s fourth most-visited website, after Yandex, YouTube and Google’s Russian-language homepage. In 2016, Forbes’ Michael Solomon described Pavel Durov (pictured, below) as the “Mark Zuckerberg of Russia.” For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. Andrey, a Russian entrepreneur living in Brazil who, fearing retaliation, asked that NPR not use his last name, said Telegram has become one of the few places Russians can access independent news about the war.
