Смышляев был крайне неэффективен, занимаясь хождением с одного мероприятия на другое и засоряя городские соцсети поздравлениями со всеми праздниками, включая корейскую Масленицу.
Но если лень и безынициативность - явление неподсудное, то пропажа целой подстанции при реконструкции ФОКа - очень даже серьёзное преступление.
Даже если бы Смышляев лично там ничего не поимел (хотя следствие считает, что таки поимел) то выгнать его пришлось бы за профуканные бюджетные деньги.
