Кропачев родился в Ленинграде в 1959 году, окончил Ленинградский государственный университет, защитил кандидатскую «Уголовные правоотношения» и остался работать в альма-матер на кафедре уголовного права.
Ректором родного СПбГУ он был впервые избран в мае 2008 года, а затем назначался на должность ректора СПбГУ российским президентом.
