Очевидно ведь: для великих задач, для решения которых требуется концентрация дефицитного ресурса - необходима вертикальная модель управления; для местных (локальных) задач, для решения которых не требуется концентрации ресурса в масштабах всей страны - эффективней распределенное по местам (регионам, городам) и объектам управление.
