По данным следствия, Моргунов, будучи главой города Брянка, предоставлял участникам ОПГ данные о состоятельных горожанах для их шантажа и похищения с целью выкупа. Как правило, глава города «сдавал» бандитам людей с которыми у него были плохих отношения.
Всего по делу с участием главы Северодонецка на данном этапе СК РФ расследует 11 убийств, 6 похищений и хищения на сумму 6.2 млн рублей.
