Думаю что причин этому несколько, но главные это: вымывание из всех структур, талантливых и компетентных, из-за страха конкуренции, страха что кто-то покажет что умеет лучше, чем руководитель-чиновник. И второе- наличие у нас во всех слоях власти такое колличество "агентов" и лобистов прочих стран, глобальных структур , что и швейцарский сыр позавидует. О последнем , кстати в своих мемуарах, рассказывают забугорские шпионы на пенсии.
