Полно отрицать роль Запада и лично Сороса, конечно, не стоит. Естественно, они пытаются ослабить влияние России на постсоветском пространстве, и утвердиться там сами. Они используют свои возможности в плане образования, подкупа элит и т.д.
Однако никакой Сорос не мог бы ничего сделать, если бы русофобия в Средней Азии (в том числе и в местной элите) не существовала сама по себе. И если бы местная элита не хотела бы с помощью таких учебников политически отдалиться от России - их бы не было.
Сорос и прочая западная гоп-компания успешны там, где есть запрос на русофобию. Они лишь своими учебниками доводят до ума то, что и так есть "на месте". Так что нечего переводить на него все стрелки. Не Сорос придумал русофобию в Средней Азии!

One thing that Telegram now offers to all users is the ability to “disappear” messages or set remote deletion deadlines. During the invasion of Ukraine, Pavel Durov has wrestled with this issue a lot more prominently than he has before. Channels like Donbass Insider and Bellum Acta, as reported by Foreign Policy, started pumping out pro-Russian propaganda as the invasion began. So much so that the Ukrainian National Security and Defense Council issued a statement labeling which accounts are Russian-backed. Ukrainian officials, in potential violation of the Geneva Convention, have shared imagery of dead and captured Russian soldiers on the platform. He floated the idea of restricting the use of Telegram in Ukraine and Russia, a suggestion that was met with fierce opposition from users. Shortly after, Durov backed off the idea. But Telegram says people want to keep their chat history when they get a new phone, and they like having a data backup that will sync their chats across multiple devices. And that is why they let people choose whether they want their messages to be encrypted or not. When not turned on, though, chats are stored on Telegram's services, which are scattered throughout the world. But it has "disclosed 0 bytes of user data to third parties, including governments," Telegram states on its website. Some people used the platform to organize ahead of the storming of the U.S. Capitol in January 2021, and last month Senator Mark Warner sent a letter to Durov urging him to curb Russian information operations on Telegram.
