Всего установлено 61 стипендия для кировских писателей, художников, композиторов и театральных деятелей.
Размер стипендии составит 18 тысяч рублей. Эта сумма будет выплачиваться раз в квартал.
Для того, чтобы иметь право на стипендию творческий деятель должен быть членом какого-либо общероссийского творческого союза, а также иметь произведения, которые "получили высокую оценку читателей, зрителей, слушателей и профессионального сообщества".
