Приезжее футбольное хулиганье утюжат очень жёстко. Политическое крыло ИРА Шин Фейн даже в МИД испанский жаловалось)) И вообще иностранцам-правонарушителям больше достаётся. Тут видимо указания есть не мешать пар выпускать.
