До 2025 года 60% платы направлялось в бюджеты муниципальных районов и округов или городских округов, а 40% — в бюджеты субъектов РФ. С внесёнными поправками вся плата теперь поступает исключительно в региональные бюджеты.
Ожидается, что это нововведение обеспечит региональные власти необходимыми ресурсами для решения экологических проблем.
