Дело в том, что сейчас ни одна государственная структура не может закупить ни одной вещи, от карандаша до сложного дорогостоящего оборудования, без объявления торгов. Все госзакупки проводятся на специальных электронных площадках.
Наличие нескольких информационных систем, дублирующих друг друга, многочисленные требования к внесению в системы одних и тех же документов, зачастую абсолютно не нужных, на фоне отсутствия обмена данными между ними, а также часто возникающих неполадок в их работе нередко приводят к обратному результату.

In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised.
