Beim objektiven Empfänger kommt an, und nur das ist äußerungsrechtlich relevant: „Wir reißen alle Windkraftwerke nieder.“
Völlig unabhängig davon finde ich die Rhetorik von @Alice_Weidel in dieser Passage ihrer Rede äußerst beunruhigend und bedenklich. Das mag die eigenen Kernwähler beeindrucken, alle anderen schreckt es, zu Recht, ab.

Despite Telegram's origins, its approach to users' security has privacy advocates worried.
