- Русские составляют абсолютное большинство (91% населения) Воронежской области.

В первую очередь, русские - это государствообразующий народ. Русские является титульным народом, а уж потом граждане россияне.

P.S. Что самое интересное, я обратил внимание, они включили в список этносов россиян. Что больше забавляет.
