В Торопце по мировым стандартам строится арсенал для хранения ракет и боеприпасов, сообщил заместитель министра обороны РФ Дмитрий Булгаков: «Арсенал в Торопце позволяет укрыть запасы ракет и боеприпасов от внешнего воздействия и обеспечить их сохранность и взрывопожаробезопасность. Полная загрузка каждого хранилища арсенала составляет до 240 тонн».
Заместитель министра обороны генерал Дмитрий Булгаков в июле 2024 года задержан по делу о коррупции, он отвечал за материально-техническое обеспечение и занимал пост замминистра обороны с 2008 по сентябрь 2022 года.
