Telegram was co-founded by Pavel and Nikolai Durov, the brothers who had previously created VKontakte. VK is Russia’s equivalent of Facebook, a social network used for public and private messaging, audio and video sharing as well as online gaming. In January, SimpleWeb reported that VK was Russia’s fourth most-visited website, after Yandex, YouTube and Google’s Russian-language homepage. In 2016, Forbes’ Michael Solomon described Pavel Durov (pictured, below) as the “Mark Zuckerberg of Russia.” And while money initially moved into stocks in the morning, capital moved out of safe-haven assets. The price of the 10-year Treasury note fell Friday, sending its yield up to 2% from a March closing low of 1.73%. Since its launch in 2013, Telegram has grown from a simple messaging app to a broadcast network. Its user base isn’t as vast as WhatsApp’s, and its broadcast platform is a fraction the size of Twitter, but it’s nonetheless showing its use. While Telegram has been embroiled in controversy for much of its life, it has become a vital source of communication during the invasion of Ukraine. But, if all of this is new to you, let us explain, dear friends, what on Earth a Telegram is meant to be, and why you should, or should not, need to care. Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. Messages are not fully encrypted by default. That means the company could, in theory, access the content of the messages, or be forced to hand over the data at the request of a government.

大西北抗疫關注組武漢肺炎肆虐，政府至今未從源頭根治，留有深圳灣口岸及港珠澳大橋，亦未有足夠社區防疫措施，為整個香港尤其大西北公共衛生造成隱患，增加社區爆發風險。政府罔顧大西北及全港市民安危，本關注組要求政府回應以下訴求：

1. 立刻全面封關，從源頭阻隔病菌襲港
2. 整治關口交通，停止往來大陸運輸
3. 重設隔離診所，與民居保持距離
4. 儘快採購口罩，為基層居民提供保障
5. 全力支援醫護，回應工會罷工訴求

政府無能，市民自救。政府須盡公營機構責任為市民負責！五大訴求，缺一不可！
