Аркадий Павлович Закоптелов родился в 1924 году в Ялуторовском районе Омской области. Был призван в РККА с 1942 года из Ялуторовского РВК Омской области.
Звание: гв. сержант. Командир орудия 2 танкового батальона 36 гвардейской танковой Нижне-Днепропетровской краснознаменной ордена Суворова бригады.
При жизни дважды награжден медалью «За отвагу», орденом «Отечественная война II степени», посмертно – орденом «Отечественная война I степени».
Героически погиб в бою 12 ноября 1944 года (в возрасте 20 лет), похоронен около города Ясберень в Венгрии.
