Если бы я была обудсменом по правам ребенка (просто Белова, не Львова-Белова😉), я бы в первую очередь проехалась лично по детским домам и воочию посмотрела на условия жизни детей. Думаю, что мне не пришлось бы посещать все детские дома России, сразу будет виден срез основных проблем.
Конечно провела бы проверку финансовых поток, выделяемых из бюджета на социальную сферу, на содержание детских домов, а так же на выплаты приемным семьям, опекунам, льготы и прочее.
Пересмотрела бы вообще политику работы с сиротами и проблему социального сиротства в нашей стране. Ну и придется попотеть, чтобы все это перестроить в интересах тех, кто больше всего нуждается в защите государства - наших деток. А сделать это можно будет только если у нас будет президент Светлана Лада-Русь, которая предлагает устроить все по принципу семьи.
