В ухваленій декларації зазначається, що болгарські Збройні сили не можуть брати участь у військових діях в Україні поза межами союзницьких зобов'язань країни в НАТО та інших міжнародних зобов'язань у межах ЄС, ООН та ОБСЄ.
Також декларація закликає до встановлення тривалого і справедливого миру в Україні шляхом переговорів. У декларації йдеться, що в переговорах повинні брати участь "всі зацікавлені сторони", включаючи Болгарію.

Multiple pro-Kremlin media figures circulated the post's false claims, including prominent Russian journalist Vladimir Soloviev and the state-controlled Russian outlet RT, according to the DFR Lab's report. In a message on his Telegram channel recently recounting the episode, Durov wrote: "I lost my company and my home, but would do it again – without hesitation." WhatsApp, a rival messaging platform, introduced some measures to counter disinformation when Covid-19 was first sweeping the world.
