Перенос завода полностью оправдан экономически, но он означает появление 10+ тыс озлобленных безработных (в КНР ни простых работяг, ни смежников никто не повезет) в заполярном Норильске и социальную катастрофу в заполярном городе. Кремлю такое не нужно. К тому же, неизвестно еще, как будут меняться отношения Москвы и Пекина. А у них на территории могло бы оказаться стратегическое предприятие.
