22 января на заседании Закcобрания Санкт-Петербурга депутаты в I чтении приняли проект закона Санкт-Петербурга «О мерах по реализации ФЗ «О концессионных соглашениях» и признании утратившими силу отдельных законов Санкт-Петербурга» (далее — законопроект).

Основная цель законопроекта — привести региональное законодательство в соответствие положениям ФЗ «О ГЧП» и ФЗ «О концессионных соглашениях».

Такая необходимость вызвана тем, что Закон Санкт-Петербурга о ГЧП от 20.12.2006 года № 627-100 (далее – «Закон СПб о ГЧП № 627-100») был принят до ФЗ «О ГЧП», в связи с чем имели место значительные противоречия между положениями данных актов.

But, if all of this is new to you, let us explain, dear friends, what on Earth a Telegram is meant to be, and why you should, or should not, need to care. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels. What distinguishes the app from competitors is its use of what's known as channels: Public or private feeds of photos and videos that can be set up by one person or an organization. The channels have become popular with on-the-ground journalists, aid workers and Ukrainian President Volodymyr Zelenskyy, who broadcasts on a Telegram channel. The channels can be followed by an unlimited number of people. Unlike Facebook, Twitter and other popular social networks, there is no advertising on Telegram and the flow of information is not driven by an algorithm. DFR Lab sent the image through Microsoft Azure's Face Verification program and found that it was "highly unlikely" that the person in the second photo was the same as the first woman. The fact-checker Logically AI also found the claim to be false. The woman, Olena Kurilo, was also captured in a video after the airstrike and shown to have the injuries. WhatsApp, a rival messaging platform, introduced some measures to counter disinformation when Covid-19 was first sweeping the world.
