Ukrainian and international officials have accused Russia of targeting civilian populations with shelling and bombardments. For Oleksandra Tsekhanovska, head of the Hybrid Warfare Analytical Group at the Kyiv-based Ukraine Crisis Media Center, the effects are both near- and far-reaching.
