Над монументальным сочинением композитор начал работать в начале 1930-х. Клавир с разметками инструментовки полностью был готов в 1937 году.
«Я только что закончил эскизы кантаты к двадцатилетию СССР – грузная машина для оркестра, двух хоров, военного оркестра, группы ударных и группы гармошек. Когда я думаю о количестве нот, которыми придется заляпать бумагу, оркеструя все это, я прихожу в ужас!..» – говорил Сергей Сергеевич своему другу – композитору и поэту – Владимиру Дукельскому.
Режиссер челябинского театра Тимофей Соколов проделал большую работу по поиску нотного материала. В Челябинск партитуру отправили коллеги из Санкт-Петербурга.
Кантата «К 20-летию Октября» входит в программу концерта «Учитель и ученик» к 180-летию Н.А. Римского-Корсакова.
