سیر سیاستی و سیاست‌گذاری آموزشی مهاجرین را می‌توان به پیش از فرمان رهبری در سال ۱۳۹۴ و پس از آن تقسیم نمود. چالش‌های حاکمیتی-سیاستی در خصوص آموزش مهاجران به موضوع ساختار حاکمیتی و یک‌دست نبودن و دخیل بودن بازیگران مختلف باز می‌گردد.
طبق قانون اساسی و کنوانسیون حقوق کودک که ایران نیز آن را پذیرفته، آموزش رایگان کودکان فارغ از جنسیت، مذهب و تابعیت و اقامت کودک، وظیفه آموزش و پرورش است.

💠 دکتر رسول صادقی:
سیاست‌گذاری آموزشی مهاجران متأثر از سیاست‌گذاری کلان به مهاجران بوده است که مبتنی بر موقتی‌بودن حضور مهاجران بوده است.
علی‌رغم پیشرفت‌های قابل توجه در امر آموزش مهاجران، چالش‌های متعددی نیز وجود دارد و بسیار مناسب است که پتانسیل و ظرفیت‌های مهاجرین استفاده شود.
تصویرسازی و فرهنگ‌سازی در کنار پذیرش اجتماعی نسل دوم و سوم می‌تواند از راهکارهای آموزش مهاجران افغانستانی در ایران باشند.
