"В прошлом году зафиксирован рост на 37% числа тяжких и особо тяжких преступлений, совершенных иностранными гражданами и лицами без гражданства. Данные за 9 месяцев текущего года, свидетельствуюют об отсутствии предпосылок к сокращению преступности мигрантов. Количество совершенных ими преступлений по сравнению с прошлым годом возросло и составило уже более 31 тысячи. Не единичны факты совершения мигрантами преступлений против половой неприкосновенности и половой свободы личности, в том числе в отношении несовершеннолетних.
Этническая преступность наиболее активно проявляет себя в крупных городах - московском регионе, Санкт-Петербурге, а также в Иркутской, Свердловской и Новосибирской областях и в Краснодарском крае. Одна из проблем - возникновение этнических анклавов, представляющих угрозу для местного населения".

At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public. Unfortunately, third-party sales of coins bought in those initial fundraising rounds raised the ire of the SEC, which brought the hammer down on the whole operation. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War." Channels are not fully encrypted, end-to-end. All communications on a Telegram channel can be seen by anyone on the channel and are also visible to Telegram. Telegram may be asked by a government to hand over the communications from a channel. Telegram has a history of standing up to Russian government requests for data, but how comfortable you are relying on that history to predict future behavior is up to you. Because Telegram has this data, it may also be stolen by hackers or leaked by an internal employee. Since January 2022, the SC has received a total of 47 complaints and enquiries on illegal investment schemes promoted through Telegram. These fraudulent schemes offer non-existent investment opportunities, promising very attractive and risk-free returns within a short span of time. They commonly offer unrealistic returns of as high as 1,000% within 24 hours or even within a few hours. Ukrainian forces have since put up a strong resistance to the Russian troops amid the war that has left hundreds of Ukrainian civilians, including children, dead, according to the United Nations. Ukrainian and international officials have accused Russia of targeting civilian populations with shelling and bombardments.
