Например, есть сайт для проверки человека в реестре избирателей. Зная только личный номер человека и его фамилию, можно узнать его фото, дату рождения, где он прописан, а также кто прописан по его адресу. Узнать личный номер можно, например, найдя недвижимость человека в реестре по его имени.
На фото пример - данные о Бидзине Иванишвили и прописанных в его особняке на горе (качество перевода плохое, но масштаб прозрачности понятен).
