По его словам, документом также предлагается вернуть ФСБ полномочия по содержанию под стражей подозреваемых, обвиняемых и осужденных по делам, находящимся в ведении органов безопасности.
Следственные изоляторы ФСБ были переданы в уголовно-исполнительную систему в 2006 году, после вступления России в Совет Европы. Как считает Пискарев, опыт показал, что это не способствовало повышению уровня безопасности в стране и эффективному пресечению опасных преступлений.
