Ноябрь считается самым тёмным месяцем года - световой день короткий, снег ещё не выпал. Так что проблемы в условиях отсутствия или недостаточно качественного уличного освещения есть и у пешеходов, которым сложно передвигаться по тротуарам без риска получить какую-либо травму (особенно с учётом их убитого состояния в Великих Луках), и у водителей, которые тоже рискуют не заметить людей и совершить ДТП.
