Скульптор Николай Галушкин разработал макет, представляющий собой разорванную звезду с уходящими в вечность героями, высота памятника вместе с постаментом 6 метров. Члены комиссии обсудили все варианты его месторасположения, на рассмотрение руководству было решено представить 4, в их числе Привокзальную площадь в 4-м микрорайоне. Также был рассмотрен вопрос, связанный с установкой памятника и реконструкцией площади имени Аркадия Манджиева перед Калмыцкой государственной филармонией. А также вопрос об установке на здании Элистинской классической гимназии мемориальной доски первому директору Борису Секенову.
