The regulator said it has been undertaking several campaigns to educate the investors to be vigilant while taking investment decisions based on stock tips. The last couple days have exemplified that uncertainty. On Thursday, news emerged that talks in Turkey between the Russia and Ukraine yielded no positive result. But on Friday, Reuters reported that Russian President Vladimir Putin said there had been some “positive shifts” in talks between the two sides. He said that since his platform does not have the capacity to check all channels, it may restrict some in Russia and Ukraine "for the duration of the conflict," but then reversed course hours later after many users complained that Telegram was an important source of information. Groups are also not fully encrypted, end-to-end. This includes private groups. Private groups cannot be seen by other Telegram users, but Telegram itself can see the groups and all of the communications that you have in them. All of the same risks and warnings about channels can be applied to groups. Individual messages can be fully encrypted. But the user has to turn on that function. It's not automatic, as it is on Signal and WhatsApp.

油塘谷油塘位於香港九龍東南的地區，鯉魚門以西北，行政上屬於觀塘區。現在油塘北部以公屋和居屋住宅為主，南部臨海位置現主要用作工業發展的地區已經被政府規劃成私人住宅區，但仍有零星的工業大廈存在。 油塘接鄰的三家村，已有150年歷史，油塘區內也設有觀塘魚類批發市場。
