بر اساس این فرمان اجرایی، دولت ایالات متحده آمریکا در صدور و تمدید ویزا برای اتباع خارجی، افرادی را که «رفتار خصمانه علیه شهروندان، فرهنگ، دولت، نهادها و یا اصول بنیادی آمریکا دارند، یا به نفع سازمان‌های تروریستی خارجی و دیگر تهدیدات علیه امنیت ملی آمریکا انجام می‌دهند» رد خواهد کرد.
