Может ли ребенок выехать из России без родителей?
Например, поехать на море вместе с бабушкой или самостоятельно приехать к родителям, которые выехали за рубеж раньше него?

Законом это не воспрещается. Однако в таком случае ребенок должен иметь при себе нотариально оформленное согласие одного из своих законных представителей на выезд.
Его можно оформить, в том числе, и в российском загранпредставительстве.
