Кандидатуру на должность министра строительства выбирают путем открытого конкурса в соответствии с решением главы региона. Изначально на портал «Команда правительства» было подано 102 заявки из 17 регионов. В очный этап были допущены 15 человек, двое из которых добровольно отказались от дальнейшего участия. В итоге до собеседования допущены директор ООО «Архитектура и градостроительство» Олег Агарев из Оренбурга, директор ООО «ОмегаПром» Сергей Горшунов из Набережных Челнов и заместитель министра градостроительной деятельности и развития агломераций Нижегородской области Иван Каргин.
