3.16 Все Писаніе богодухновенно и полезно для наученія, для обличенія, для исправленія, для наставленія въ праведности, 3.17 да будетъ совершенъ Божій человѣкъ, ко всякому доброму дѣлу приготовленъ. 4.1 Итакъ заклинаю тебя предъ Богомъ и Господомъ нашимъ Іисусомъ Христомъ, Который будетъ судить живыхъ и мертвыхъ въ явленіе Его и Царствіе Его: 4.2 проповѣдуй слово, настой во время и не во время, обличай, запрещай, увѣщевай со всякимъ долготерпѣніемъ и назиданіемъ. 4.3 Ибо будетъ время, когда здраваго ученія принимать не будутъ, но по своимъ прихотямъ будутъ избирать себѣ учителѣй, которыя льстили бы слуху; 4.4 и отъ истины отвратятъ слухъ и обратятся къ баснямъ.

And that is why they let people choose whether they want their messages to be encrypted or not. When not turned on, though, chats are stored on Telegram's services, which are scattered throughout the world. But it has "disclosed 0 bytes of user data to third parties, including governments," Telegram states on its website. Although some channels have been removed, the curation process is considered opaque and insufficient by analysts. Two days after Russia invaded Ukraine, an account on the Telegram messaging platform posing as President Volodymyr Zelenskiy urged his armed forces to surrender.
