The Russian invasion of Ukraine has been a driving force in markets for the past few weeks. False news often spreads via public groups, or chats, with potentially fatal effects. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements. The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War." For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content.
