In the Beta version of Telegram for Android, you can now place a text caption above attached images or videos.
To move attachments to the bottom of the message, select the media files from the gallery, add your text, and then choose the "Move Caption Down" option from the three-dot menu.
Note that once the message is sent, you won't be able to change the position of the caption relative to the media.
This feature was previously available for link previews.

"Someone posing as a Ukrainian citizen just joins the chat and starts spreading misinformation, or gathers data, like the location of shelters," Tsekhanovska said, noting how false messages have urged Ukrainians to turn off their phones at a specific time of night, citing cybersafety. He floated the idea of restricting the use of Telegram in Ukraine and Russia, a suggestion that was met with fierce opposition from users. Shortly after, Durov backed off the idea. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. But the Ukraine Crisis Media Center's Tsekhanovska points out that communications are often down in zones most affected by the war, making this sort of cross-referencing a luxury many cannot afford.
