For Oleksandra Tsekhanovska, head of the Hybrid Warfare Analytical Group at the Kyiv-based Ukraine Crisis Media Center, the effects are both near- and far-reaching. So, uh, whenever I hear about Telegram, it’s always in relation to something bad. What gives?
