Вообще, страны Средней Азии (включая относительно свободный Кыргызстан) для политэмигрантов небезопасны, и уже давно. Их специальные и полицейские службы достаточно плотно взаимодействуют с РФ, они повязаны с Москвой множеством договоров по обмену информацией и выдаче разыскиваемых.
ЕС, США, Канада и официальная процедура получения убежища. Здесь тоже ничего не гарантировано, но это надёжнее всего.
