قال ابن بطة في الإبانة (6/31) :" فمن أنكر أن الله كلم موسى كلاما بصوت تسمعه الأذنان وتعيه القلوب ، لا واسطة بينهما ، ولا ترجمان ولا رسول ، فقد كفر بالله العظيم وجحد بالقرآن ، وعلى إمام المسلمين أن يستتيبه ، فإن تاب ورجع عن مقالته ، وإلا ضرب عنقه ، فإن لم يقتله الإمام وصح عند المسلمين أن هذه مقالته ففرض على المسلمين هجرانه وقطيعته ، فلا يكلمونه ، ولا يعاملونه ، ولا يعودونه إذا مرض ، ولا يشهدونه إذا مات ، ولا يصلى خلفه ، ومن صلى خلفه أعاد الصلاة ، ولا تقبل شهادته ، ولا يزوج ، وإن مات لم ترثه عصبته من المسلمين إلا أن يتوب"

You may recall that, back when Facebook started changing WhatsApp’s terms of service, a number of news outlets reported on, and even recommended, switching to Telegram. Pavel Durov even said that users should delete WhatsApp “unless you are cool with all of your photos and messages becoming public one day.” But Telegram can’t be described as a more-secure version of WhatsApp. "He has to start being more proactive and to find a real solution to this situation, not stay in standby without interfering. It's a very irresponsible position from the owner of Telegram," she said. So, uh, whenever I hear about Telegram, it’s always in relation to something bad. What gives? Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred." Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russia’s most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores.
