Постановление, опубликованное в электронном бюллетене кузбасского кабмина, подписал первый заместитель губернатора региона Вячеслав Телегин. В постановлении, правда, есть оговорка: зарплату повысят всем категориям бюджетников, кроме работников исполнительной ветви власти. Так что чиновники всех уровней остались без прибавки. Зато у всех других с 1 декабря заработная плата вырастет на 8,6%.

Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. In 2014, Pavel Durov fled the country after allies of the Kremlin took control of the social networking site most know just as VK. Russia's intelligence agency had asked Durov to turn over the data of anti-Kremlin protesters. Durov refused to do so. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements. He said that since his platform does not have the capacity to check all channels, it may restrict some in Russia and Ukraine "for the duration of the conflict," but then reversed course hours later after many users complained that Telegram was an important source of information. "Like the bombing of the maternity ward in Mariupol," he said, "Even before it hits the news, you see the videos on the Telegram channels."
