«Корпорация СТС», связанная с уральскими бизнесменами Артемом Биковым и Алексеем Бобровым, сменила собственников. Это произошло на фоне происходящей военной спецоперации на Украине и ухудшения международных отношений между Россией и западными странами. Если раньше компанией владели австрийские фирмы, то теперь — российские.

Pavel Durov, Telegram's CEO, is known as "the Russian Mark Zuckerberg," for co-founding VKontakte, which is Russian for "in touch," a Facebook imitator that became the country's most popular social networking site. "For Telegram, accountability has always been a problem, which is why it was so popular even before the full-scale war with far-right extremists and terrorists from all over the world," she told AFP from her safe house outside the Ukrainian capital. Official government accounts have also spread fake fact checks. An official Twitter account for the Russia diplomatic mission in Geneva shared a fake debunking video claiming without evidence that "Western and Ukrainian media are creating thousands of fake news on Russia every day." The video, which has amassed almost 30,000 views, offered a "how-to" spot misinformation. However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors. In 2014, Pavel Durov fled the country after allies of the Kremlin took control of the social networking site most know just as VK. Russia's intelligence agency had asked Durov to turn over the data of anti-Kremlin protesters. Durov refused to do so.
