Надо понимать также, что инициатива таких изменений в правила получении стипендии продиктована не единичными эксцессами с бегством выпускников на Запад. Но тогда уж напрашивается все же вопрос, ради чего учреждена программа и стипендия «Болашак». Потому что любить Родину, сидя в Брюсселе, и обожать ее, трудясь в Павлодаре, - это разные вещи. Если открываем «форточку» на Запад – нужно закрепить пропорцию, лимит, сколько «болашаковцев» отпускаем в «цветущий сад», а сколько возвращаем таки в «джунгли».
