По сути в ПЗЗ остаётся только плотность (что в сочетании с известной площадью терзоны даёт на выходе согласованный метраж проекта).
Очевидно, что какие-то ограничения по высотности усложняли жизнь архитекторам. Не давали возможность сделать доминанту, разновысотный силуэт города. Сейчас этого рудимента не будет и делать тот самый силуэт будет проще.
Не все девелоперы рады истории с этажностью. Большая высотность - это больше боль на жопу, так как больше проектировать, сложнее строить, себес идёт в космос. Все все пытаются протащить либо до 100, либо 150 метров, а сейчас будут в городе "казусы" и по 180 и 200 метров. По сути очередной вызов для девелоперов. Чтобы находить возможность строить доминанты.
В любом случае очень правильное решение для развития городской ткани.
