Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. If you initiate a Secret Chat, however, then these communications are end-to-end encrypted and are tied to the device you are using. Back in the day, Secret Chats received some praise from the EFF, but the fact that its standard system isn’t as secure earned it some criticism. If you’re looking for something that is considered more reliable by privacy advocates, then Signal is the EFF’s preferred platform, although that too is not without some caveats. Despite Telegram's origins, its approach to users' security has privacy advocates worried. However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors. Apparently upbeat developments in Russia's discussions with Ukraine helped at least temporarily send investors back into risk assets. Russian President Vladimir Putin said during a meeting with his Belarusian counterpart Alexander Lukashenko that there were "certain positive developments" occurring in the talks with Ukraine, according to a transcript of their meeting. Putin added that discussions were happening "almost on a daily basis."
