Н.М.Латыпов поздравил коллег, отметив их профессиональные успехи в сегодняшних непростых условиях, и пожелал им новых свершений на благо Родины. ✅ Ряду сотрудников были вручены благодарности Министерства и свидетельства о присвоении дипломатических рангов.

In 2016, Forbes’ Michael Solomon described Pavel Durov (pictured, below) as the “Mark Zuckerberg of Russia.” Individual messages can be fully encrypted. But the user has to turn on that function. It's not automatic, as it is on Signal and WhatsApp. Messages are not fully encrypted by default. That means the company could, in theory, access the content of the messages, or be forced to hand over the data at the request of a government.
